Rules and Regs 2009
Rules updated:

Quote :Due to the big amount of signs-up, we decided to implant a pre-qualification system.

It will be like this:
The top 10 drivers in the championship standings (in the 1st round, the top 10 from test race) will automaticaly be qualified for the next race and the other competitors will have to set a time in the reserve shootout. The drivers will be splited in 2 groups of 12 minutes each. The 20 best times holders will be qualified for the main event.

Shootout group 1 start time: 19.20 BST (18.30 UTC)
Shootout group 2 start time: 19.35 BST (18.45 UTC)

From the rules

Qualifying will consist of a 20 minute ‘hardcore’ session. This means that all drivers must leave the pitlane when instructed, and must not pit until when permitted to do so. Should a driver pit when not instructed to do so, this will result in a penalty in starting the race from the back of the grid.

Just for clarification, does this mean that if you flip and telepit (but did not re-start qualifying lap) will that mean you will start from the back?

The way I understand it is if you crash and are unable to continue qualifying, i.e, flip. Your out of qualifying but keep whatever time you have already set. But please correct if I am wrong.
