I don't know what mechanisms one would need to add this, but I know for a fact that it is possible on Vista because many other full-screen games (such as Counter-Strike: Source, for example) have a setting that you can turn on for sound when the game is minimized. It helps tremendously when you're playing on a team and die, but still want to hear your team's commander while you do other stuff.

It is mainly needed for Broadcasting, as it would allow one-computer-solutions, which are currently not possible.
