Engine gets quieter at higher RPM?

Seems like the engine gets quiter at higher rpm, why is that? i wish it would get louder as it's working alot harder than your average 3000RPM.

which car, what tweak... you start changing values of course its going to sound off because you can't change the values for the sound as well. if you're talking about unmodded cars, which ones?
