Traction Control modification

I now know this sort of stuff is frowned upon (judging from the response to the Throttle Blipper (http://www.lfsforum.net/showthread.php?t=71375) thread!) but I thought I would post it here anyway as I'm sure it will be of interest to somebody.

I put this mod together today with C# in a few hours.

Nathan, I strongly encourage you to keep these mods to yourself and not release them to the public. You may have good intentions, but other people don't, and these 'mods' are actually classified as hacks because they can give some people an unfair advantage. I'm sure you understand where I'm coming from with this. I do like it though, it's a cool idea.
