While driving the BF1 on Blackwood, if I make a pit stop, after the pit stop there is a square plate in the middle of the back axle flashing red, and the car won't shift out first gear.
Bug ? feature ? :)

Ok, thanks for the magic key words ( that I was then able to find in the online manual and see that it's hotkey "l" (ell) by default :D
Seems like only some cars have it installed

Yea, only the GTR(FXR+FZR+XRR), the NGT(XFR+UFR), the FO8 and the BF1.

It seems that (according a quick google) that F1 cars don't have speedometers, so presumably, that's one of, if not the main reason for the limiter ?
If so, is there a rule against a car having a speedometer, or do F1 teams choose not to install it to save weight / complexity ... other reasons?

Racing cars don't need a speedometer for the driver, a tachometer is much more useful. Some current F1 steering wheels do include a speedometer on the wheel, it's just a matter of programming and driver preference to include it. Even if all F1 cars did have speedometers it's not practical to force the driver to judge pit speed so he isn't punished for speeding in the pitlane. It just makes sense to do it electronically.
