If you watch a replay with force on then you will get a better idea. The arrows basically show what force is being place upon the tyres and the car at any given moment. Downforce is an easy one to spot, the arrows at the rear, middle and front of the car; they grow the faster you go showing the gradual increase of that particular force excerted on the car.

I don't know the full ins and outs of the forces, I kinda know in my head but to explain I can't explain it without some fundemental errors, but someone here definatly will though . . .

Without rechecking it since I am at work, they are vectors of force direction, which grow in length depending on magnitude, and vary in color (for the tires) in relation to the level of traction utilized compared to the maximum for that tire under current conditions. Red = no traction, bright green = max available grip. Not sure how much more to it there is off the top of my head, perhaps I'll have a peek tonight.

You can get the vectors for the driven tires to a point where they basically flicker extremely rapidly between red/green on acceleration which seems to yield the best acceleration.
