Detatch tires/downforce/fuel from setup

At the moment we have a setup file for cars that include everything.

The thing is that for many tracks the basic things like suspension etc remain the same. Its just strategy things like tires/downforce and fuel that change. It would be good to have a number of strategy files that would mean when you select a car you would select the setup and strategy file you wish to use.

The other added bonus is when setups are sent people will not be sending strategy information, just the basic car configuration.

Fuel isn't part of the setup anyway. I don't see the deal about tyres, since most people use the softest tyres anyway. Downforce is critical to be included since you should be using this to change your suspension settings.

I agree that the settings we have in the info tab should be saveable to presets though.
