Use paint shop pro or photoshop, once you can add decals to them also save as .jpeg with the right size, and save to your lfs folder, data, skins and upload to lfs world, i don't make skins so maybe someone else will post with a better reply, but hopefully this will be ok for now.

just make a jpg with the name "shortcarname_skinname.jpg" (with that sheme) google for the skin viewer, there are templates.

Open photoshop for example. Now open XRG_yourskinname.jpg (if you are beginning, use MSz pro kit) make sure to skin with atleast 1024, otherwise you wont be able to upload them to LFS world. So now you can do everything with the skin you want to (add colours, logos, graphics...ANYTHING that isnt offensive or containt porn) now safe it as XRG_yourskinname.jpg, place it in the skin folder, and you can use it ingame.

Best to start with a 2048x2048 if you can get them, bigger resolution to start with=smaller mistakes when you downsize it. It's good to mask what you've done messily xD

Templates from Masterskinnerz.

Be careful with the wireframe when saving different layers.

Edit - where is the best place to find decals?
