An error message would be helpful. Run lapper from command prompt and it won't close when it quits due to the error.
-Check that your insim port is correct
-Check that your password is correct
-Check that you have actually started insim

You need to tell InSim to start itself in the LFS config file. If the insim line starts with '//insim=...' then it will not start on its own. If the line reads '/insim=...' then it will.

LFS config file and Lapper config file are two different things. That error message tells you that InSim is not working on the port you specified. Try the manual way of enabling InSim, then start Lapper.

Read the LFS documentation, or even your own post:
# You can do that in command line when starting LFS (/insim=29999) or in talk window of LFS (/insim 29999).;
In other words: Start LFS. Press 'T', type /insim 29999, press enter. If it works you will see a grey message telling you InSim is enabled.

That means something is already using the port. Maybe you have multiple instances of LFS open and one of them has InSim on that port. Either way, easy way out is to use a different port. Just make sure you have the same port number in LFS and the Lapper config.

It appears that if you're using the graphical client (the one where you can race), you don't get one anymore (I don't have one). If that's the case, you need to use the manual method or modify the LFS shortcut. There's no point modifying the shortcut until the manual method works. If you use the dedicated server, it's in the same folder as LFS.exe.
Also, to check the game port and password that the LFS graphical client expects:
-Start LFS
-Click on Multiplayer
-Click on Start new host
-Select a track if it asks you, doesn't matter which
-The 'Admin Password' line must be the same as in your Lapper config file (the one you posted)
-The 'Port' line must *not* be the same as in your Lapper config file (default is 63392)
Tbh, I'd suggest you restart your PC, start LFS, type in the '/insim 29999' line and try Lapper again. After you've checked your password.

See my post above. If you use the graphical client you don't get the config file anymore.
edit: You should not need to have anything in the 'IP Address' line. Try leaving it blank

When you start your dedi-server using a config-file you have to add the following line:
/insim=29999
If you start your dedi-server without a config-file you have to type the following in the console:
/insim 29999

If you look in your "default_1.ini" file under default folder.
Your password should be about 1 of 3 lines of text in the .ini file.

if the password and everything else is correct, i have got something that definitely will help you. I had the same problem, so i thought, that it had to do with the ip.
i had hamachi (hamachi.cc) installed and that creates another ip for your pc. I used that ip (started hamachi and connected and so on) and it worked for me.
