So how to buy a license? I don't use Paypal or credit cards reason for not using paypal is very simple: I like to see what i'm about to buy, reason for not using credit cards: because if someone would steal it i would lose all my money in there. No tournaments whose prize S2 licenses, no giveaways... So how the hell should i get S2 license?

I also bought thru moneybookers.com. Just create an account there, they will give you a reference number and one of their bank accounts in your area. Then go to the bank and say you want to deposit money into that account with that reference number. Two, three days later the money shows up on moneybookers.com and from there you are only seconds away from your licence.
Make sure you deposit a little more then just 24 pounds because if the value of the money changes you will have 23,99 pounds. Or better yet, deposit 36 pounds so you will have an extra 12 for S3. :)

I think that when (if) S3 comes out, it will cost more that 12 pounds. Inflation anyone?

It will cost whatever they want!
There's inflation but their customer base is a way bigger too.
They may also consider the full price (S1,2,3) too expensive!
