Does anyone know how to add jumps to your layout? do you have to download them?

You can only add ramps in blackwood or the autocross map.

I dont have jumps. all i have is.

chalk , cones, tires, marshals and objects. i dont have any jumps :(

When you are in shift U mode look for the button that says objects. Ramps are at the bottom.

Shift U, turn "object placement" to on, and then you'll find it in there.

It is ONLY Blackwood (tracks and car park), not autocross.

do you have to have s2 license? or can i do it on demo?

Requires at least an S1 license.
