How can I get that wheel to work on my computer?

We might need some more information. For example:
Have you plugged it in?
If so, what happens when you do?
A quick google search shows its for Xbox, PS2, and GC, with no mention of PC compatibility.

Well I had it plugged into a PSX to usb adapter. but the pedals and brakes show as a button.

Closest thing you'll get to drivers is the PS2 -> USB adapter driver, which you've probably already installed.
If the pedals are mapped to the semi-analog buttons or triggers (which is fairly common in el cheapo pedal sets), then having them mapped as a button is the best your going to get I'm afraid.
