can anyone help me fix my lag!!

again i am asking, from an novices point of view, can you give me a few tips on how i can cut down lag. my maximum fps rate is only 14.8!

Clarification required:
Visual stutter (as in low frame rates?) or network connection lag?

If its visual stutter, can you post your machine spec?
