How much credits i need for all the cars?

None, that system was scrapped after S1.

In S2 alpha all of the cars are open to you at any time :)

Always when i connect on the server i can't choose any car and i dont know why?
They cars all locked

Maybe you are going into a server that only has one or two cars available...meaning they want you to use those cars only during this race to keep it fair :) some of the are open to all cars but not many, use the car grid system in the multiplayer screen to see what cars are available in that server

That's because the server has Locked the cars. If you want to race any type of car look for a server with all white dots under the cars name.

I saw they driving but i cant play with because i couldnt choose the car

You can be driving the vehicle on a server, and then the cars allow can be changed. This means that you can see others driving with vehicles that are now locked to you.

It works like this:
Someone opens a server with all cars allowed.
Several people join, driving the GTR cars for example
They decide (for whatever reason) to change the allowed cars to GTi/UF only
You join, and can't select the cars they are (still) driving
You post thread on forums asking why
