Okay now lets explain my problem...

We play, me and my brother, on a LAN server and he want to "ADMINISTRATE" the game with me... He wants to create objects so could you tell me how to do that ?

Sounds like you want to make a layout, but unfortunately, you wont be able to do it as a demo racer. You have to have S1 or S2 to do this. :)

I mean he want to use the "SHIFT+U" command

Yep, shift U is for creating layouts, only available if you have a licensed install of LFS.
